I have the honour to state that I have communicated to the Unofficial Members of the Legislative Council my despatch No.186 of 26th May and Your Grace's reply No.152 of 23rd July with regard to the retiring

allowance of Mr. T. L. Parking.

I enclose copies of the opinions given by the Unofficial Members, which have afforded me much gratification

as constituting a striking endorsement of my views as to the value of Mr. Porkins' services and of the correctness of my judgment in recommending him to Your Grace's predecessor for appointment as Director of Public Works.

3.

In view of these opinions I trust that Your Grace will consent to the grant of a gratuity equivalent to twelve months' salary (1.e. £1500).
